We are dedicated to renewing the promise of America by continuing the quest to realize our nation’s highest ideals. New America is a new kind of think-and-action tank: a civic platform that connects a research institute, technology lab, solutions network, media hub, and public forum. We generate big, bold ideas as templates for change. We design and advance evidence-based public policies. We surface, share, and scale locally generated and tested solutions to public problems through a national and global network of public, private, and civic partners. We develop legal, political, and technological tools to build democratic capacity and enable solutions to grow and spread. We tell stories about what is happening and what is possible, to give Americans a window into what we are capable of achieving together and a vision of what a renewed America could and should be.

Fear has been the predominant narrative surrounding AI—so much so that, last year, the CEOs of top AI companies penned a letter comparing the risk of extinction from AI to the risk of nuclear war. But by “weaponizing” this technology, we’ve made it much harder to regulate, as it has led to defensive policies aimed at stockpiling resources to achieve national supremacy over the tech. There is a better way to approach AI, and it stems from the story of the Human Genome Project. In 1990, governments around the world, with the leadership of the United States, began a 13-year effort to map human DNA through the Human Genome Project (HGP). What resulted was the emergence of new scientific fields and practices and unprecedented economic impact—all the while addressing concerns around privacy and the ethical implications of a fully mapped human genome. What can the Human Genome Project teach us about channeling the revolutionary power of AI for public benefit? Lilian P. Coral of New America believes we can learn a lot from the history of the HGP and create synergy across the various global approaches to regulating artificial intelligence: “Instead of hoarding access to AI and focusing solely on risk mitigation, universities, national laboratories, and industries from around the world need to work together to advance the technology’s benefits.
