🔎 FedTech Advisor Geoffrey M. Odlum provides a critical analysis of the recent US Supreme Court decision allowing federal agencies to re-engage with social media platforms to combat election-related disinformation. Highlighting concerns from tech companies and disinformation experts, he notes the challenges posed by ongoing partisan attacks on election integrity and the fluctuating enforcement priorities at major platforms. Odlum also underscores the risks identified by experts, including increased foreign influence campaigns from countries like Russia and China, and the strategic use of advanced tools to spread disinformation. In light of the US Supreme Court’s decision this week to allow USG agencies to re-engage social media platforms to counter election-related disinformation, it’s worth reviewing what the tech companies and disinfo experts are reporting: --A former director at the Stanford Internet Observatory wrote last week that ongoing partisan attacks on independent election integrity experts “spells trouble for the 2024 election…Election integrity policies and enforcement priorities are in flux at some of the biggest platforms” where trust and safety experts have been fired. --The Microsoft Threat Intelligence Analysis Center said in an April report that foreign influence campaigns are moving at a "slower tempo" than in 2016 and 2020. But with more than a billion people voting in elections around the world this year, “it is a perfect storm for strategic malign influence operations and disinformation campaigns.” Microsoft sees #Russia and #China ramping up election disinformation efforts and capabilities (including using GenAI tools), based on lessons learned in past elections. -- Meta's May 2024 Quarterly Threat Report identified campaigns by networks in Bangladesh, China, Croatia, Iran, and Israel, to carry out operations on Facebook and Instagram to influence domestic and foreign elections. Some of these efforts used generative AI to create fake images, content, and profiles. -- OpenAI reported in May that it has seen its tools used in recent foreign influence operations, including efforts based in Russia, China, Iran and Israel. OAI tools were used to debug code, research media, translate articles, and convert news articles into social media posts on Facebook, Instagram, and Twitter/X, in English, Chinese, Russian, and other languages. Fortunately OAI suggested these efforts had failed to gain popular traction. -- On a positive note, the Federal Bureau of Investigation (FBI) Foreign Influence Task Force has resumed outreach to social media companies to warn them of foreign propaganda efforts, but leaving it up to the companies to decide what steps to take. -- We are 4+ months away from US elections, so there is still time for USG agencies, independent researchers, and big tech companies to deepen cooperation, if partisan politics don't block it. Microsoft, Meta, and OpenAI should be commended for publicizing disinfo attempts using their platforms & tools. I hope this transparency will extend to other tech companies and platforms, as AI-generated disinformation becomes more realistic and persuasive, and as US adversaries expand their disinformation efforts. I’d also like to see social media platforms act more aggressively to prevent such posts from being distributed, removing them rather than just labeling them. The US elections in November are setting up to be the most politically fraught elections since 1860, and the most disinformation-impacted impacted elections ever. Disinformation is the archenemy of democracy. #AI #electionintegrity
