A home rule charter is essentially a constitution for Pennsylvania cities that adopt 'home rule' as its form of government. What's included in a home rule charter? Here are some basic components. ➡ the basic organization of the government (structure of the mayor, city council, etc.) ➡ a general grant of powers to the municipality (such as taxation) ➡ specification of critical legislations and administrative procedures (such as creating a budget) ➡ provision for citizen participation and reservation of specific powers to voters (such as referendums) ➡ mandates for desirable administrative practices Learn more at https://lnkd.in/edKwScaN Save the dates for the upcoming Home Rule Information Sessions on July 29, July 31, and August 6. *Posted on behalf of the independent Home Rule Study Commission, an elected, 9-member commission of Lancaster residents.

About us
A relatively small city of 7 square miles and 60,000 residents, Lancaster City is located within driving distance of Washington DC, Baltimore, Philadelphia, New York, Delaware beaches and the Jersey shore. But the City of Lancaster is about so much more than our geographic location. Lancaster City is a place where historic preservation and a cutting-edge arts scene live and thrive side by side; a city of neighborhoods that are safe and welcoming; a city that encourages entrepreneurship and investment; a city that values the cultural, ethnic, and diverse identities of our residents and guests.

We are proud to introduce Kelly Saalbach, our newest Police Social Worker! Kelly was hired back in March and has been training under Grace Mentzer over the last 4 months. During her training, Kelly has shown incredible enthusiasm and initiative. She’s quickly demonstrated her capabilities, compassion, and understanding of the important role she will play in our community. Kelly has a Master's in Social Work and is a licensed Social Worker. She’s come to us with a background assisting adults transitioning back into the community after incarceration, hospitalization, or rehab, which we believe will be a great asset to our team. Kelly is a part of our Community Engagement team and will be working closely with our officers and community partners connecting community members with the resources they need to thrive. Please join us in welcoming Kelly to the team! We look forward to seeing the positive impact Kelly will have on Lancaster City!

This Independence Day marks a special milestone for one of Lancaster's most iconic features — the 150th anniversary of the Soldiers and Sailors Monument. On July 4, 1874, the people of Lancaster County came together to dedicate the statue at the heart of our city. This Monument is a tribute to fallen citizens who defended the Union in the War of the Rebellion, and to all who have served in subsequent American military conflicts. The Soldiers and Sailors Monument continues to carry significance to Lancastrians and remains the centerpiece of Penn Square, which hosts many celebrations and special gatherings. Happy Independence Day, Lancaster! *The first photo is sourced from LancasterHistory
