City Administration is proud to announce that Will Payne has accepted the Performance and Budget Director position. Will earned a Master of Public Administration from the University of Texas and a Bachelor of Political Science from the University of South Carolina. He joined Team Largo from the City of Richmond, Virginia, as a Management Analyst I in 2015. Most recently, he served as the Performance and Budget Manager. Will brings a wealth of experience, having facilitated the City’s budget and capital improvement program. He served as a team lead for implementing the City's ERP system, providing modern tools and technology to team members, and developing the City’s data analytics and performance management program. Will’s facilitative leadership style has allowed him to play a key role in introducing the transformative High-Performance Organization (HPO) principles to Team Largo, co-developing training for over 300 team members. Please join the City of Largo in congratulating Will Payne on this well-deserved promotion as we work to build the community of choice in Tampa Bay.
