Equivalency Determination (ED) and Expenditure Responsibility (ER) are the tools American grantmakers use to give tax-advantaged donations to international charities. Both ED and ER allow grantmakers to fund non-exempt entities, but there are situations where one may be more useful than the other. CAF America offers an “Enhanced Expenditure Responsibility”, combining the heightened internal due diligence that resembles that of ED with the flexibility offered by traditional ER.
