A friend recently told me that we know all of the incidents which can happen anywhere in the world. I agreed with his statement for the most part. However, this got me thinking where I asked, "If we know all the incidents, then why do we still struggle to bring effective responses to many of them?" The answer to the aforementioned question is the same as the question of ensuring the proper navigation to strategic decisions in crisis events; we simply don't play out each of the impacts which a major event can cause.
