Employees at all levels are possessed of invaluable expertise and domain knowledge. If we design ML solutions that don't make effective use of that immense intellectual capital, we are not only costing people their jobs and creating a new digital divide, we are also robbing ML of its transformative potential. The advent of the internet eliminated more poverty than any technical innovation in history, but at significant human cost. It is fair to say that we could not have anticipated or planned for that disruption; we simply didn't know any better. We do now.

All the actions of living beings translate into data. As humanity, we should systematically and progressively guide machine learning to ensure efficiency, task automation, improved decision-making, and problem-solving for ALL living organisms in the biosphere. The potential side effects? Zero wars, zero hunger, zero diseases, and very low levels of existential risk. Once we develop a second-category ML (see previous post) that lacks all biases, discrimination, and injustice in the data, the models, or the outcomes, we will face the second major challenge concerning privacy, a challenge that will also require a global effort and may possibly utilize blockchain technology.
A third dimension of using ML for decision making and policy making is addressing the legal and regulatory issues that arise from its use. ML can pose challenges for existing laws and regulations, such as intellectual property, liability, accountability, and human rights. For example, ML can generate new forms of content, such as images, text, or music, that may infringe on copyrights or trademarks. ML can also cause harm or damage, such as accidents, errors, or fraud, that may raise questions about who is responsible or liable. Therefore, it is important to establish clear and consistent rules and standards for the development and deployment of ML systems.

One clear legal precedent that is likely to remain constant is that accountability for decisions will in all cases ultimately resolve to a human being. AI-assisted medical diagnosis is an excellent example. The ability to consume prodigious quantities of research and relate them to observed symptoms will improve the abilities of even the best doctors in the world, but it will always be the doctors that sign the diagnosis. The same is true of accountants and lawyers. AI will dramatically change the skills they require to do their jobs well, but they will always be the ones signing the opinions. The very first step in understanding legal and regulatory obligations for any AI use case is to map the patterns of accountability.

Machine learning is based on logic. Laws and regulations made by humans, not always. Why are we afraid to redo something that is wrong? Selfishness could be one reason, ignorance could be another. Whatever the reason, when something is wrong, or rather when something doesn't work, it doesn't work. Our current laws bear no resemblance to the laws of the earliest civilizations. Will our laws resemble those of future civilizations on Earth? It is very likely that if we want to have a prosperous and better future than our present, we must make some changes, and one of the main changes would be to make laws and regulations that do not include a bit of human selfishness and ignorance, and oriented towards the improvement of life in the biosphere.
A fourth factor of using ML for decision making and policy making is recognizing the technical limitations and uncertainties of ML. ML is not a magic bullet that can solve any problem or provide any answer. ML depends on the quality, quantity, and diversity of the data, the accuracy, complexity, and robustness of the models, and the validity, reliability, and generalizability of the results. For example, ML can suffer from data errors, overfitting, underfitting, adversarial attacks, or feedback loops. Therefore, it is important to verify, validate, and test ML systems and to acknowledge their limitations and assumptions.

Why don't we create a global Ministry of ML and AI? Frankly, all crucial technologies for our species should have one (genetic engineering, nanotechnology, nuclear energy, etc.). If we understand the UN as a global ministry of politics, we should create global ministries for these sciences with the same or greater authority than the UN, given that misuse of them can lead to our extinction (including politics), but above all, proper use of them can lead to the highest level of quality of life ever imagined (even in politics). This ministry, formed by the greatest experts in ML and AI of humanity, would address any possible technical limitation.
A fifth aspect of using ML for decision making and policy making is anticipating and preparing for the future scenarios that ML may create or enable. ML is constantly evolving and advancing, creating new opportunities and challenges for society. For example, ML may enable new forms of communication, collaboration, creativity, or intelligence. ML may also create new risks, such as superintelligence, singularity, or dystopia. Therefore, it is important to envision and evaluate the potential impacts and implications of ML and to align its goals and values with those of humanity.

Several organizations and initiatives have proposed and developed frameworks and guidelines for the design, development, and deployment of ML systems. For example, some of the common principles include fairness, accountability, transparency, privacy, security, safety, and human-centeredness. Therefore, it is important to adopt and implement these principles and to monitor and measure their effectiveness and outcomes.

Two key principles we advise our clients to adopt: 1) Set clear patterns of accountability. Every decision, whether enabled by ML or not, must be owned by a human. A doctor giving a diagnosis or an auditor giving an opinion on financial statements may use AI to help them do their job, but it is their opinion and their reputation on the line. It is amazing how being responsible for something sharpens one's mind. 2) Always make full disclosure of ML use to your customers, shareholders, and employees. Being furtive about it sets a cultural precedent that deception is tolerated; it also rarely works. Instead, embrace and promote being on the leading edge of high quality decision making. Make ML decision support a competitive advantage.
