ENEFIRST PLUS

The project

The energy efficiency first (EE1st) principle is defined and endorsed in EU legislation. The purpose of EE1st is to consider the demand-side resources, such as energy efficiency and demand-response as the other types of energy resources for energy planning, investment, and policy. However, the previous evaluations of the National Energy and Climate Plan (NECP) and similar projects, such as ENEFIRST show that implementing the EE1st is easier said than done. Therefore, the ENEFIRSTPLUS proposal aims to support the key stakeholders to complement the existing resources (from European commissions, ENEFIRST and other projects) for investment in energy infrastructure, energy planning, and designing incentives. 

The objectives

  • Provide public authorities and other stakeholders with hands-on resources to implement EE1st, meeting stakeholders’ needs to overcome the difficulties they encounter
  • Demonstrate how EE1st can be implemented with pilot cases in 4 countries, showing the added value to plug EE1st in planning, incentives design and investment decisions
  • Grow a community of practice, increase stakeholders’ knowledge and capacities, and maintain an open forum for practical discussions about EE1st
  • Provide a one-stop-shop for knowledge and resources on EE1st, making it easy for stakeholders to find the information and guidance they are looking for

The duration

The project will be carried out over a period of 3 years.
