Tire-Derived Product Grant Program

CalRecycle’s Tire-Derived Product (TDP) Grant Program promotes the use of recycled-content products made from California’s waste tires to reduce environmental harm from the illegal disposal and stockpiling of waste tires.

Eligible products include:

  • Mulch
  • Bark
  • Weed Abatement coverings
  • Tree care products
  • Horse stall mats
  • Tracks
  • Sidewalks/pathways
  • Guard rails or components
  • Railroad ties
  • Sound barriers
  • Traffic safety products
  • End-of-life material (primarily crumb rubber or rubber nuggets/mulch that have served their initial purpose) may be reused or recycled into various eligible products.
    • The source of the end-of-life material (e.g., landscaping) must be located in California.
    • Any necessary further processing of end-of-life material and manufacturing must occur in California.

Eligibility

Eligible applicants include:

  • California cities, counties, public school districts, public colleges and universities, special districts, park or recreational districts, and state agencies, including offices, departments, bureaus, and boards.
  • Qualifying Tribal Entities, defined as a tribe, band, nation or other organized group or community, residing in the borders of California, which:
    • Is recognized for special programs and services provided by the United States to Indians because of the status of its members as Indians; or
    • Can demonstrate it is a government entity that meets the grant criteria.

Funding

$150,000 maximum per grant award.

Special Message for Grantees Using TDP Material Sourced From Outside of California or Using Manufacturers, Suppliers/Vendors and/or Contractors Offering “Free” Services

All product manufacturers, suppliers/vendors, and/or contractors are required to certify and provide documentation that the material purchased by the grant was derived from only California-generated waste tires that were processed and manufactured into a final product from California. Grantees must understand and be fully aware that if there is inadequate documentation to verify that only California-generated waste tires that were processed and manufactured into a final product in California were used in the TDP, requests for reimbursement may be denied. If reimbursement has been made and it is subsequently determined that the source of the material cannot be verified as only California-generated waste tires or that the tires were not processed and manufactured into a final product in California, CalRecycle may seek reimbursement from the Grantee.

Applicants/Grantees should be wary of product manufacturers, suppliers/vendors, and/or contractors who offer “free” services (such as installation) or a “contribution” as a means to influence the Applicant/Grantee’s purchase/contracting decision. Some “free” services and contributions are actually ineligible costs which the product manufacturers, suppliers/vendors, and/or contractors include in the eligible material cost. Grantees seeking reimbursement, which may include non-eligible costs as part of the material cost, are subject to additional review and/or audit. If it is determined that a reimbursement request includes ineligible costs, all or a portion of the request may be denied. Please consult with your Grant Manager prior to approving an offer which may include these, or similar, “free” services.

Eligible Costs

Eligible costs are limited to:

  • Actual cost of the California-generated tire-derived product material, tax, and shipping up to a total maximum of $5 per passenger tire equivalent (PTE) not to exceed the grant award. (See Tire-Derived Product Certification (CalRecycle 227) form for example of PTE calculation).
  • This cost excludes truck tire buffings, which may be used in the product but cannot be paid for by the grant.
  • Waste tires must have been processed and manufactured into a final product in California or the end-of-life material is sourced in California.
