$\begingroup$ Works fine if one city does it. If every city does it, and then embankments are used to protect the roads, and then farmers decide to protect their fields, you get the modern Mississippi. The reduction of available channel area means that floods are much deeper than they were before everyone started building walls. $\endgroup$
