It's been a busy day for our Asset Strategy and Workplace team - they've just published a Baseline Report for Smarter Working and followed that up with this short video. Following the pandemic, public sector organisation Registers of Scotland (RoS) saw demand for its Glasgow office space drop, but saw an opportunity to get the best use of its office space by thinking a little differently. By creating shared workspaces, multiple public sector organisations (including ourselves) now use the RoS workspace with them benefitting from property efficiencies, improved wellbeing and greater opportunities for relationship building. Given how much the way we work has changed since the pandemic hit over four years ago, our Asset Strategy and Workplace team felt it was time to create a baseline to track how office working is further evolving. The team created a baseline from the insights of 42, mostly Scottish-based organisations, where they identified: ◾ Hybrid working is here to stay, with flexibility and a happier workforce being cited as key organisational benefits ◾ Whilst some age groups indicate preferences for office-based working, hybrid is generally the preference for all workers ◾ Between one and three days a week in the office is the norm ◾ 60% said they didn’t plan on increasing their mandate for office presence The team will continue to explore where the ‘sweet spot’ for office working versus remote working lies, and how offices can be used to bring people together to continue delivering quality services. Yesterday, the Deputy First Minister and Cabinet Secretary for Finance, Shona Robison officially handed over the Stornoway Deep Water Terminal to its operators. Built by McLaughlin & Harvey Ltd, the new Deep Water Terminal, which started operating at the end of March, includes a facility for berthing cruise ships up to 360 metres long, a new deep-water berth to cater for larger cargo vessels and a freight ferry berth. The deep water terminal has been enabled by the Growth Accelerator model of investment and follows on from the success of the Growth Acceleratoer model used to enable the St James Quarter in Edinburgh and the Dundee Waterfront development which includes the V&A Dundee. The new facility will bring new revenue streams to the Port and position the Western Isles as a hub for new renewable industry activity including the plans for three offshore farms via the ScotWind framework, new onshore wind facilities and the development of the new interconnector between the islands and mainland. These opportunities alongside the enhanced tourism offer will deliver supply chain opportunities, new jobs and long-term economic benefits. Our 2024/25 Business Plan has been published reflecting the many different activities our 15 workstreams will be undertaking, working towards improving outcomes for people and places across the whole of Scotland. It continues to support the three priorities of Scottish Government’s Infrastructure Investment Plan of enabling the transition to net zero emissions, driving inclusive economic growth and building sustainable and resilient places. We highlight big themes for public sector infrastructure investment in which our teams will be engaged: ▪️ Delivering more affordable housing ▪️ Transitioning the public estate to net zero emissions ▪️ Enabling the transformation of public service delivery. Our focus remains on attracting private sector investment into digital infrastructure and supporting the energy transition, as well as assessing financial models to deliver heat networks and attracting further investment into electric vehicle charging infrastructure along with a new workstream dedicated to infrastructure for the hydrogen economy. We see new opportunities across the construction sector where increased digitalisation, modern methods of construction and the retrofitting of existing buildings will be vital in supporting the energy transition and Scotland's net zero requirements. The Deputy First Minister and Cabinet Secretary for Finance, Shona Robison has confirmed the appointment of Joseph Philipsz as the new Chair of the Scottish Futures Trust (SFT), taking over from Ian Russell. Speaking of the appointment, SFT's chief executive Peter Reekie, said: "Joe is a highly respected infrastructure financier who brings a valuable international perspective to the role alongside his merchant banking background in the UK and European markets. I'm delighted we've secured someone of his calibre to lead SFT’s Board. "His knowledge, experience and insight will be immensely valuable in steering the development of our 2025/30 Corporate Plan as well as leading the governance of our operation as an independent centre of infrastructure expertise. "As Joe takes over, I’d like to thank our outgoing Chair, Ian Rusell and acknowledge the huge contribution he has made to the organisation over the past seven years. In order to support the delivery of heat networks, last year The Scottish Government asked our Net Zero Buildings team to review various delivery models and assess their potential for increasing the pace and scale of heat networks across the country. That work is complete and our report makes several recommendations, highlighting that whilst some existing models can be improved, some potential new models could help deliver more networks quicker.
