Why is effectiveness still relevant to the broader conversation on financing for development? With limited resources, the reversal of development gains in recent years due to polycrisis, and the need to redouble efforts for SDG implementation, how can the Fourth International Financing for Development Conference (FfD4) in 2025 serve as an opportunity to launch a revived drive towards effectiveness? The Global Partnership will be hosting an in-person side event with the International Aid Transparency Initiative (IATI) and Government of Nigeria at this year's HLPF. The interactive panel event will highlight how effective development co-operation is more relevant than ever, drawing on the experiences of high-level and multi-stakeholder representatives active in GPEDC and IATI. Development Initiatives welcomes the appointments of David Lammy as Secretary of State at the Foreign, Commonwealth and Development Office, and Anneliese Dodds as Minister of State for Development. A reconnected Britain can help lead efforts to tackle #ClimateChange, conflict, #gender inequality and poverty with a data-driven approach. Working with partners in the Global South, the UN, G20, G7, international financial institutions and beyond will be critical. We welcome the commitment to return aid spending to 0.7% of Gross National Income. The UK should establish a clear direction of travel on this in the coming months, and ensure that #ODA is targeted where it is needed most, reducing #poverty in lower income countries and leaving no one behind. We welcome the commitment to restore order to the #asylum system. Providing vital support to #refugees at home should not come at the expense of global poverty reduction efforts. Both needs should be met and separately financed. The UK has a major opportunity to put #data at the heart of aid transparency and accountability in two ways. First, the Foreign, Commonwealth and Development Office and other aid-spending departments should lead by example, by achieving a 'very good' rating for their reporting in the Publish What You Fund Aid Transparency Index. Second, a reconnected Britain should invest in data systems to improve understandings of who is impacted by poverty, inequality and crises in developing countries, help track progress in delivering its promises and harness emerging technologies such as #AI for public good. To deliver an approach based on genuine respect and partnership with the Global South, the UK should take a ‘bottom-up’ approach to localisation, ensuring that more #humanitarian funding reaches local and national actors. The UK should invest in better gender-disaggregated data to empower #women and #girls and other marginalised groups, and should also promote women’s leadership with flexible funding for women’s rights organisations. To have a chance of meeting the goals of the Paris Agreement, the UK should champion a dramatic scale-up of new and additional #ClimateFinance, and more transparent, detailed and consistent reporting to restore trust by developing countries. Development Initiatives welcomes engagement with the new government on all of these issues, alongside our partners at Bond UK.

📢 Today we’re launching our new proposal on improving the way in which private capital mobilisation (PCM) is measured, following extensive multi-stakeholder engagement. Our proposal builds on existing work from the MDB Task Force on mobilisation and the OECD. We propose that the measurement of private capital mobilisation includes: - Secondary transactions, including exits and securitisations. These mechanisms can incentivise “originate to share” DFI business models, and offer powerful tools for DFIs to free up capital and transfer risk to the private sector. - Balance sheet mobilisation – including issuance of hybrid capital and bonds. These treasury actions allow DFIs to mobilise private capital at scale and to increase development financing. We will be consulting on this proposal until 14 June.
