Presumably TIMATIC is consistent and either includes this text for Gatwick or claims that TWOV is unavailable at Gatwick, that that is wrong. The UK's TWOV facility allows beneficiaries to clear passport control; the statement that they must "remain in the international transit area" may form the basis of a claim by the airline against TIMATIC to cover the cost of reimbursing the passenger.

The UK transit without visa rules make no distinction as to whether a Turkish citizen will pass UK border control or not in order to avail themselves of it, as long as they hold an EU/EEA residence permit (or the other qualifying conditions).
Jul 8 at 22:28 comment added Room Temperature Milk @André Sorry for the confusion. The flight was from Oslo Gardermoen Airport to Gatwick Airport (I just edited the post). The flight number is DY1308. I didn't realize the information on the Timatic website was only related to LHR and MAN, making the whole quote irrelevant to my case. However, I still believe I was wrongfully denied boarding as according to UK law, persons who hold a D-type visa or residence permit issued by an EEA country can ENTER to UK if they have another valid flight ticket on the same or next day. Source: UK Immigration Rules Appendix V, V7.7 and V7.78.

They do mention the airline and destination city, and the only airport that airline flies to in that city is LGW. The airline doesn’t fly to the airport the Timatic extract quoted relates to, making it irrelevant to the itinerary. The whole point is that the question is based on a false premise.

The OP apparently thought that (s)he was covered by the "London (LHR)" wording, but according to this answer, (s)he was mistaken about that. (Probably the OP simply didn't realize that "London (LHR)" refers to just one of the several airports serving London, and that his/her own flight was through a different one.)
Jul 8 at 0:09 comment added Level River St @DonQuiKong Gatwick is smaller and less congested than Heathrow, hence flights are cheaper, due to lower airport tax amongst other things. Gatwick has very few intercontinental flights. Although the UK has never been part of the Schengen area, problems like this one were quite rare when the UK was part of the EU. It would be advantageous for Gatwick to set itself up with an international transit area if the proposed expansion goes ahead.
