    I think you are reading it wrongly. The 'if japan allows travellers' is not about the individual category but generally. German embassy currently states:"EU allows to lift travel ban, but Germany didnt lift it" (paraphrased) japan.diplo.de/ja-de/aktuelles/-/2320336#content_0

    Read the update to the original question for clarification on their official position: Japan has essentially been added to a list of countries to which Germany will respond reciprocally. Once Japan opens its borders to non-essential travel by Germans (July 31st according to the link in the answer above), then travelers from Japan can similarly enjoy the same freedoms in their travel to Germany.

    @lalala and midblue got it, thanks, yes I had some doubts when reading the text regarding the reciprocity condition. Why can't they write information unambiguously... Good luck relaunching the travel and tourist industries with all these confusions. Commented Jul 3, 2020 at 13:31

    I also wish they would announce things centrally, authoritavley and more clearly. Especially the local 'Allgemeinverfügungen' might really put once leg into jail without knowing. (some districts required you self-quarantined when entering from another country. But of course nobody told you, only when they later trace other cases and you admitted coming from another country they filed charges; or so I have been told)
