Jan 15, 2019 at 4:44 | comment | added | user71659 | @HagenvonEitzen That's not the actual question that is asked on applications. A typical question would be "Have you ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?". Even the US is careful to say "withdrawn your application for admission at the point of entry". You can see the actual wording doesn't say anything about being at a border.

Jan 14, 2019 at 22:25 | comment | added | phoog | "Does this mean the refusal decision would have been a much more serious one if they checked and can't find my BRP record in the system?" Not likely. Whether they could see that you had a BRP in their system does not change the fact that you did actually have a BRP (before it was stolen).
Jan 14, 2019 at 21:18 | comment | added | Xi'an ні війні | The same thing happened to a friend of mine who had to wait in Paris for two weeks to get the visa renewed. Happily enough, his insurance company supported the cost!
Jan 14, 2019 at 19:55 | comment | added | Ellyria | @mkennedy I did. I showed this to them, along with photo of BRP, passport, they took my fingerprints and basically told me they could see my BRP record in the system, but without the card, they can't let me in. (Does this mean the refusal decision would have been a much more serious one if they checked and can't find my BRP record in the system?)
Jan 14, 2019 at 19:50 | comment | added | Ellyria | @greatone I know. They actually told me they know I have the BRP clearance, but the new guidelines demand "presentation", so they can't let me in. They used to let people in, too, but now they don't. I think it's unfair that because of this I have ended up with a refused entry record, especially when the immigration officer clearly thinks nothing of it!

Jan 14, 2019 at 18:05 | comment | added | user58558 | Pretty silly that despite knowing you were eligible to enter, they sent you back. That's how bureceacy works, unfortunately.
