A resident of Germany shouldn't normally have to list Germany as a "country visited" in the customs form. But you are correct that in this case the traveler should list the Netherlands.

phoog - agreed, if Germany was already in the "Country of Residence" box that is not needed in "Countries visited". I missed the "residence" and just saw "Indian citizen" in the question.
