Cutler worked a beat in Hammersmith. In 2003, he was involved in some "nasty trouble," and Torchwood One were sent in to deal with it.

In 2009, Cutler was sent on secondment to Cardiff. He liased with Torchwood Three and helped them to defeat a Silent person who was killing Cardiff residents. He was given retcon in his beer by Jack Harkness and forgot everything pertaining to Torchwood in his memory. (PROSE: Into the Silence)

By October 2009, Cutler worked with Andy Davidson to investigate the connection between two suicides.

He died in a bomb explosion, taking Suzie Costello with him. (PROSE: Long Time Dead)
