This answer originally only contained Path Editor. Rapid Environment Editor was added later, and eventually Path Editor was removed entirely because the site died. It still exists on archive.org, however, so I decided to re-add it since it's still a useful tool and was a part of the original answer.

There appears to be a program called the Path Editor that seems to be exactly what you are after.

Path Editor is a GUI that allows for easy editing of the path environment variable. The facilities provided with Windows are, let us say, minimal. It displays all entires in the path and allows you to easily manage them.

Given that it was updated just last year I would hope that it is compatible with Windows 7.

If not then there is always the Rapid Environment Editor which is a bit more full featured, and claims full support for all major OS versions, including 64-bit.
