This answer originally only contained Path Editor. Rapid Environment Editor was added later, and eventually Path Editor was removed entirely because the site died. It still exists on archive.org, however, so I decided to re-add it since it's still a useful tool and was a part of the original answer.

Given that it was updated just last year I would hope that it is compatible with Windows 7.
