I was getting this error, and it was because I was running the command apache2ctl -t as my normal user. When I instead did sudo apache2ctl -t it works fine (gives me a warning about missing ServerName , but no errors about certificates not existing).

@FranciscoCorralesMorales restorecon is a part of policycoreutils package. Also you maybe don't have SELinux at all?
