According to Memory Alpha, the 102nd Rule of Acquisition is "Nature decays, but latinum lasts forever." (DS9: "The Jem'Hadar") - this would imply that latinum does not decay... maybe it has a millions-of-years half life or something, but the decay would still probably have to be measureable (?)
