Nitpicking; Federation starship designations Why are subsequent Enterprises designated NCC?

I seem to recall that in TOS the "NCC"'NCC' designation referred to "Constitution Class."Constitution Class" Yetyet all seen Federation starships seem to have that designation, regardless. 

Shouldn't the Enterprise  -D be "NGC-1701?"

Not nitpicking" The KLingons and Romulans apparently have dozens of dreadnought- size shipsNGC-1701, yet the Federation has only 2for example?
