Jul 9, 2018 at 2:21 comment added Harry Johnston ... or he might have sent a messenger to summon Radagast, which wouldn't work for Gandalf because (a) how would the messenger find him? and (b) Gandalf would be too busy to drop everything to visit Orthanc unless the urgency of the situation was made immediately clear, and the news of the Black Riders was too dangerous to send by any ordinary messenger. All speculative, of course.
Jul 9, 2018 at 2:15 comment added Harry Johnston My guess is that Saruman knew where Radagast was, and could reach him quickly, whereas it would have taken him ages to find Gandalf. Plus there was the risk of Gandalf noticing Saruman's corruption if they met in person - I think there might be a quote about that, too, a little bit later in the text? The bit about Radagast having been deceived by Saruman, and therefore knowing no reason why he should not comply with Gandalf's request to send any news to Orthanc.

It does make it odder that Radagast was on hand to serve as courier, though.
