By 1879 army reorganization meant that serving enlistment men in the same battalion could have numbers in two different sets depending on when they enlisted. But I don't think that American enlisted men had serial numbers until decades after that. | |

This is where "name, rank and number" comes from. It is reasonable to suppose that Sauron had a similar system for the same reasons.
