A paragraph from the book was mistakenly broken into two. Also, in the book, there is a line gap for a section break, right before the last paragraph to be quoted in this excerpt.

By 1879 army reorganization meant that serving enlistment men in the same battalion could have numbers in two different sets depending on when they enlisted. But I don't think that American enlisted men had serial numbers until decades after that.

This is where "name, rank and number" comes from. It is reasonable to suppose that Sauron had a similar system for the same reasons. (I wonder what it was like being the orc company clerk though).

I don't have my books atm so I can't post a proper answer, but I'm sure some one has it.
