In the portion of the map where you superimposed the mile scale, it seems that point 0 is starting from Osgiliath, not from Minas Tirith, at least judging by the position of the River Anduin. For what I can tell, Minas Tirith lies farther to the west, very close to the depiction of Mt. Mindolluin.
