Minnesota Housing is hiring! We believe there should be joy in the work we do. We’re a mission-focused financial and grant making institution looking for a Housing Stability Grants Team Supervisor. This newly created position manages the Housing Stability Programs Team, providing support and leadership to the Grants Team staff. The Grants Team scope of work includes administering programs across the state to help prevent and end homelessness. This is accomplished by working with and supporting community partners including Tribal Nations, non-profit organizations, Continuums of Care regions, Coordinated Entry systems, and people with lived experience of homelessness.

 

Essential Job Duties

This supervisory position coaches and empowers Grants Team staff to develop, administer, implement, and evaluate the state public programs that are funded via state and federal appropriations and generally implemented through local program administrators.  These may include, but are not limited to:

  • Family Homeless Prevention and Assistance Program (FHPAP)
  • Homework Starts with Home (HSWH)
  • Housing Trust Fund (HTF)
  • Bridges and Bridges Regional Treatment Center (Bridges)
  • Regional Planning Grant
  • Section 811
  • Housing Opportunities for Persons with AIDS (HOPWA)

Understanding the importance of government interactions with the public, this position will represent the state in community settings and actively help broaden access to these state and federally funded programs for all eligible community providers and people, particularly those who have been shut out or have faced barriers in trying to access them in the past.

This position will support the Grants Team to continue to learn, grow and understand how it works and operates within system of institutional racism.  It is the team’s collective commitment to have the awareness that we are not perfect in this area; that when we do stumble, we own it and recommit to advancing equity and taking anti-racist actions in our daily work.

 

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

  • Four (4) years of experience in state or federal programs that focus on preventing and ending homelessness. Examples of applicable programs can include Family Homeless Prevention and Assistance Program, Housing Trust Fund Rental Assistance, Bridges Rental Assistance, Housing Support, Housing Stabilization Services, HUD McKinney-Vento funding. A Master’s degree in housing, political science, urban planning or public administration or planning may substitute for 18 months of experience or a Bachelor’s degree in these fields may substitute for one (1) year of experience.
  • Demonstrated leadership experience, including at least one of the below:
    • Experience as a manager, supervisor or team lead
    • Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
    • Completion of a similar or equivalent leadership development program through another organization
    • A paid or unpaid position leading a project or program or chairing a committee, such as an Employee Resource Group (ERG). This experience must include:
      • 1+ years of identifying issues, goals, and strategic actions and
      • 100+ hours per year time commitment
      • (Resume must clearly document how experience meets these requirements)
    • Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.
    • Comprehensive understanding of the homeless response system, including how program administrators and stakeholders operate in the environment.

Preferred Qualifications

  • Knowledge and experience with the Family Homeless Prevention and Assistance Program, Housing Trust Fund program, Bridges, Regional Planning Grant, Section 81 and Housing Opportunities for Persons with AIDS (HOPWA).
  • Working knowledge of Minnesota Housing technology applications, procedures, and Request for Proposal (RFP) processes and the applicability of the Minnesota Office of Grants Management’s policies and procedures.
  • Sufficient knowledge to design, implement, and evaluate public programs and results.
