Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Compliance Specialist who will be responsible for ongoing monitoring and analysis of the Federal, State and Local regulatory compliance landscape and the applicable rules and regulations that apply to the Single Family business unit. You will also monitor and participate in the Single Family implementation of Agency polices and rules. You will maintain the Single Family compliance management manual and the work related to ongoing management with each component that is described within the manual: compliance training, consumer complaints, division policy and procedures and corrective actions. This position handles routine to complex compliance work and provides support to others during regulatory investigations or audits.  This position also serves as the records retention liaison and the Minnesota Data Practices steward for the Single Family Division.

 

Essential Job Duties

  • Managing the Single Family Compliance Management Plan which includes consumer complaint management, internal compliance training, managing the internal control functions of the Division Policies and Procedures, identifying and taking action to correct compliance/regulatory deficiencies.
  • Evaluate Federal, State and Local lending rules and regulations, consult with Legal and determines applicability to the Single Family division. Issues quarterly newsletters related to the industry and leads and coordinates any changes that may be required because of industry changes. This includes collaborating with various departments within the division and Agency to identify and manage priorities, working with staff, mid-level and senior managers, Deputy Commissioners and Commissioners, as appropriate.
  • Provide compliance consultation for the Single Family division which includes providing regulatory compliance support related to mortgage lending to the program teams, creating and maintaining compliance resources and tools for program team use, leading cross-team compliance related meetings.
  • Acting as the Minnesota Data Practices steward for the Single Family division which includes handling routine to complex compliance work.
  • Act as the division Coordinator during regulatory investigations or audits.
  • Project lead for compliance related initiatives (e.g., records retention, accessibility, information security standards) in conjunction with Agency policies, direction and leadership.
  • Other duties as assigned

 

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

  • Four (4) years of interpretation, implementation or enforcement of regulatory compliance related specifically to the consumer mortgage lending industry. A Bachelor’s degree in Business, Public Policy and Administration or Planning/Urban Development may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience
  • Experience identifying the need for and leading the implementation of new or updates to existing business processes and procedures related to compliance requirements.
  • Strong analytical and problem solving skills when reviewing complex information and issues, with the ability to draw conclusions and to recommend appropriate action(s) based on the business model(s) used in the Single Family division.
  • Demonstrated ability to engage and communicate using plain language standards with a wide range of stakeholders, including program managers, attorneys, mid-level and executive level managers. Applies knowledge to business practice, communication and procedures.
  • Demonstrated ability to organize, prioritize and work independently on multiple projects to accomplish objectives and goals within prescribed deadlines.
  • Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.

 

Preferred Qualifications

  • Compliance professional certification.
  • Five (5) or more years of Mortgage Operations experience with emphasis in regulatory compliance.
  • Paralegal certificate or law degree.
