Jan 14, 2020 at 20:30 comment added John Grabanski +1 I think the biggest problem here is that Hannah is playing a moral character while everyone else is not.They are not on the same page. It should have been discussed in Session 0 (or 1) to ensure these types of conflicts are okay at the table, and if they are, what type of resolutions are appropriate. The SamePageTool can help with this. [I'm not trying to answer in the comments with this, just add to the discussion and link to the Same Page Tool, which I have found very useful.
Jan 10, 2020 at 12:30 comment added detuur OP should also consider that if they value their friendship with Hannah and the DM, this situation is untenable. Neither the DM nor Hannah seem to be mature or socially aware enough that they're actively spoiling everyone else's fun. Believing this sort of behaviour can change is wishful thinking, especially as there's two of them, likely egging each other on. OP should simply leave the group, find another, and hope DM and Hannah figure out on their own that they've been spoiling the fun. This way they can all stay friends and maybe in a few years OP can give them another chance for D&D.

This group is doomed, the DM shows favoritism and "Hannah" clearly won't take kindly to her toy being taken away if she's the type to abuse DM favoritism to get "you can't talk for 15 minutes" darts. Run away, don't walk, this is a social timebomb.

Jan 9, 2020 at 8:49 comment added NathanS @jgn Thank you for that challenge; in light of your comment, I realise that I was assuming Hannah to be a spoiled person who wouldn't be able to handle discussing the problem (a fair assumption based on her "silencing" people and other ways the OP describes her, but an assumption nonetheless, and one that may not persist out-of-character should a serious conversation about the game take place). I've decided to suggest that she is included in any group discussions.

Depending on why the DM is displaying favouritism to this player, they may be much more receptive to criticism from that player than they are from other players. (e.g. I know I would care more about what my husband thinks than I would about my other friends.) I haven't come away with the impression that talking to Hannah specifically to ask her to talk to the DM would be helpful in this case based on her described behaviour, but that is an assumption.
Jan 9, 2020 at 8:45 comment added user-781943 The OP, DM, and Hannah are all peers playing a game together. In game the DM has "power", but out of game they are all equals. Excluding Hannah will leave them feeling as if they have been treated like a child, and I would say their feelings would be justified as you are attempting to "go over their head" in a perceived hierarchy.
