It's only up for debate because of the interpretation that there is some aspect of willingness required on part of the character, which thus caused confusion about who is the authority on that character's thoughts/beliefs. In truth, though, the spell doesn't care about your character's ideals, beliefs, or attitudes, and as such, the player has no domain over the interpretation of what is or is not "reasonable". The simple answer is "The DM", but the reason is "because the question is flawed".
