I also noticed that this class links spellcasting power to skill checks, but skill bonus items are cheap, and this is a specialist item creation class well suited to crafting such a custom item. The pricing guidelines suggest an item of +13 to Use Magic Device costs 16,900 gp, around the same as a level 4 Pearl of Power (16,000 gp) which only allows one extra spell per day. Plus, as you note, it costs him only 16,900 gp worth of sharded items instead of 33,800 gp.
