$\begingroup$ @Sneftel There is no programming (unless you consider having light bulbs in houses to be programming). If this is an external arbiter, then so is "put coins in a bag" or anything along those lines. (Yes, this is less practical to do, but the OP has left it open for "elaborate non-programmable devices", which is what this is.) $\endgroup$
