  • $\begingroup$ Also note that Erich's page indicates that this is apparently optimal, since the ratio for 22 circles is less than 4, though just barely. (Not sure if that's proven or just nobody's found a 22-circle solution yet?) $\endgroup$ Commented Jun 23, 2021 at 13:28
