Alternative operators currently can only introduce differentiated services to Telefonica's if they installing their equipment at Telefonica exchanges and lease the local loop. This system is used for 66 percent of of Spain's lines at present. If alternative operators use Telefonica's indirect wholesale offer, which allows them to reach more end users, they can only replicate Telefonica's retail services
