Germany is capable of delivering nuclear weapons, but the weapons themselves belong to the U.S. and remain under U.S. military control inside Germany until such time as their use is authorized by both Germany and the U.S. Hard to do that if the U.S. doesn't have a base there.
Dec 4, 2023 at 17:57 comment added o.m. Regarding the nuclear angle, there is also nuclear sharing. It spreads the responsibility if NATO does decide to use them, and it makes widespread attacks on NATO in Europe an attack on US nuclear forces.
