However visits by even senior diplomatic representatives - while indicative that the relationship has not yet totally broken down - are just that: an indication that there is "business to discuss". Which there is, when there is a diplomatic crisis. Pre-WW2 there were plenty of diplomatic flurries w Germany, to avert the war, despite Germany being in the doghouse. | |
