This is a non-inertial frame, but that doesn't matter since we aren't calculating forces anyway. Basically he just means the distance of the beetle from the end of the stick measured along the stick is given by $s = ut$. Then the height of the beetle above the floor will just be $s~sin\theta$ where $\theta$ is the angle of the stick to the floor.

Apr 27 at 15:18 comment added John Rennie The frame of the stick is the frame in which the centre of mass of the stick is stationary i.e. the total linear momentum of the stick is zero. If v₁ ≠ v₂ the stick will be rotating in about its centre of mass in this frame.
