    Heel trots op deze handreiking voor gebiedsorganisaties, de “orgware” bij #gebiedsontwikkeling.

    Zoals Emilie Vlieger-Hoop en ik in de gebiedscoöperatie Club Rhijnhuizen ondervonden: samenwerking met veel partners is cruciaal voor snelle ontwikkeling. In Rijnhuizen ging het tempo van 800 woningen in 20 jaar, naar 2.500 woningen in 5 jaar. Bovendien hebben de gebiedspartners het plan verrijkt door een park en voorzieningen te agenderen.

    Dat wil het ministerie nu in alle #NOVEX…

    Public space is the backbone of a sustainable city. Great streets, places where you intuitively want to stay longer, human-scale interaction between buildings and streets, ownership by users, placemaking, active ground floors and a people-centred approach based on the user’s experience — that is what The City at Eye Level is all about. Some of the underlying mechanisms for human-scale public space and great social life in the streets are universal, such as the way we as human beings experience the space around us. Many other mechanisms, however, are local and contextual, such as the specific opportunities and challenges that the local climate brings; and for instance the specific local cultural perception of public space.

    The City at Eye Level Asia is a collaboration between STIPO, Think City (Kuala Lumpur, George Town and Johor Bahru) and Urban Discovery (Hong Kong). In 2019 these three organisations partnered up to realize a new edition of The City at Eye Level series, focusing particularly on Asian cities and their successful strategies to create better places for people. The book aims to collect the best examples from all over Asia in the form of a publication, and launch a network of Asian practitioners, Placemakers Asia, working on creating better cities. We are very proud to now present the book before you, with special thanks to the 70+ coauthors and the funding provided by Think City and Stimuleringsfonds Creatieve Industrie (Internationalization Grant).

Yet, we must ask the question, do the inhabitants of our ever-popular cities really feel at home in them? Furthermore, are the public places within a city really even, ours?

    As growing processes such as gentrification, touristication, big money, and smart technologies continue to develop and interfere with our everyday sense of belonging, we must begin to ask tougher questions and seek concrete solutions to maintaining our right and access to the public places in our city.

    Public space is where we all meet and connect, and where we explore both friction and expression. Public space is also where we can choose to be anonymous or the complete center of attention, where we can find comfort amongst other people, and where we can exchange or share our cultural values. Yet with growing social and economic polarisation in our cities there is a great need to understand how we
    counter exclusion in these shared public spaces, and create cities where everyone actually feels at home.

    How can we ensure that public spaces truly represent and serve the people who live near them and use them? In this book we feature a range of cases that explore how exclusion in public space is being countered across Europe. We present research insights, local stories, tools, and actions, from a variety of different voices, to provide you with a clear understanding of what is needed to maintain a sense of belonging in our cities’ public places. We also show how actively working with the local community, from engagement through to design, can change the way urban spaces are created and activated, particularly by reaching out to and encouraging participation from those voices that often go unheard.

Wij gebruiken de gegaarde kennis door middel van ons boek als basis van onze projecten, wij helpen steden en zijn partners bij het maken van strategieën voor het ontwikkelen of verbeteren van hun eigen goede stad op ooghoogte. The City at Eye Level is een Europees en wereldwijd open-source kennis netwerk, maar recentelijk spenderen wij weer meer aandacht aan het Nederlandse netwerk, gericht op de ontwikkelingen in Nederland.

    This edition focuses on recent examples in the Netherlands. This book consists of close to 40 stories. It was written in cooperation with cities, developers and other practitioners. Using the knowledge we gathered for our book and in our other projects as foundation, we help cities and their partners to develop strategies to create or improve their own great city at eye level. In addition to being part of the worldwide and European open-source learning network, we have also started a dedicated Dutch network focusing on developments in the Netherlands.

The second edition was written by over 80 co-authors, edited by Stipo and put together in partnership with UN Habitat, Future of Places, Gehl Architects, PPS Project for Public Spaces, the Faculty of Architecture and Urbanism of PUCRS - Porto Alegre, and Copenhagenize.

    With the knowledge as fundament, we help cities and their partners to develop strategies to create and improve their own great City at Eye Level. With our local and worldwide network partners, we
    -  set up rules and strategies for new city development;
    -  help change existing streets and districts;
    -  set up place and plinth games to co-create with the local network;
    -  set up street coalitions and place management;
    -  give public lectures and organize training programmes and master classes.

Instead of serving large-scale investments and targeting fictional customers, the new development logic gives preference to the reuse of existing buildings and spaces by helping them to gradually adapt to new functions…

    The KÉK – Hungarian Contemporary Architecture Centre recently published Vacant City, a the result of multiple encounters between Hungarian and Dutch practitioner working with vacancy and reuse.

    The economic crisis brought about a new paradigm in architecture and planning. Instead of serving large-scale investments and targeting fictional customers, the new development logic gives preference to the reuse of existing buildings and spaces by helping them to gradually adapt to new functions and accommodate new users.

    Dutch practitioners were at the forefront of experimenting with new approaches to vacant properties and community-led urban regeneration. By pioneering innovation in design, policy and management to address the problem of vacancy, they established models that inspired like-minded initiatives across the world.

    Between 2012 and 2015, the kék – Hungarian Contemporary Architecture Centre invited to Budapest a dozen Dutch practitioners, whose work is organized around the reuse of vacant buildings and areas. By presenting these practices, connecting them to their Budapest counterparts and creating situations of formal and informal exchange, kék opened new spaces for thought in the Hungarian architecture, planning and deve- lopment culture and in civil society. Vacant City is the result of these encounters, assembling the key thoughts and experiences of the program’s 3 years.

    Our book shows you how a good plinth “works” for a better street at eye level. It contains concrete and inspiring examples of strategies for design, land use/programme, the relation to the street, passenger flows and the collaboration of partners. The book is a collection of stories from over 25 experts all over the world: a collective product with lessons from planners, owners, managers and designers. In addition to many international examples and case studies, the book contains several interviews and research articles. It concludes with practical lessons for the reader to put into practice in their own cities.

    At the same time, many cities are currently finding that urban
    regeneration is less and less the domain of spatial planners and
    housing developers, and that it is increasingly dominated by
    education, culture and employment issues. The emphasis is no
    longer on regional development alone, but also on social
    development. It is a question of searching for the integration
    of all these disciplines…

    Governance in urban regeneration is needed to achieve more with fewer resources.
    At the same time, many cities are currently finding that urban
    regeneration is less and less the domain of spatial planners and
    housing developers, and that it is increasingly dominated by
    education, culture and employment issues. The emphasis is no
    longer on regional development alone, but also on social
    development. It is a question of searching for the integration
    of all these disciplines (‘civic steering’, see chapter 5), each
    with their own users and investors. Once again, governance is
    indispensable here.
    This publication deals solely with governance for urban
    regeneration, and not, therefore, with metropolitan
    governance or the many other fields involving the
    phenomenon of governance. It is not an academic publication
    but more of a practical treatise, a inspirational visual
    experiment based on experience with the best practices of
    ReUrbA partners, the award-winning best practice in
    Enschede Zuid (see previous ReUrbA publications), the
    practical experience of the author with the Stipo approach,
    and discussions with experts (see colophon). It focuses on the
    use of governance to encourage new developments and not,
    therefore, on administration or public services.
    This publication looks at the undercurrents, the aims, the
    myths, the new skills required and the approaches we have
    found to governance in urban regeneration. Governance
    excludes at least one thing: working with fixed patterns. That
    is why the chapters are interspersed with a series of examples
    of mechanical thinking.
    This publication is intended for everybody who – in whatever
    role – wants to play a leading role in urban regeneration
    projects. Although, for reasons of clarity, we have written the
    publication from a government perspective, our own practice
    has shown that they may be residents' groups, institutions,
    housing associations, the business community or private
    investors. And often all at the same time.

    This publication deals solely with governance for urban regeneration, and not, therefore, with metropolitan governance or the many other fields involving the phenomenon of governance. It is not an academic publication but more of a practical treatise, a inspirational visual experiment based on experience with the best practices of ReUrbA partners, the award-winning best practice in Enschede Zuid (see previous ReUrbA publications on www.reurba.org), the practical experience of the author with the Stipo approach, and discussions with experts (see colophon). It focuses on the use of governance to encourage new developments and not, therefore, on administration or public services. This publication looks at the undercurrents, the aims, the myths, the new skills required and the approaches we have found to governance in urban regeneration. Governance excludes at least one thing: working with fixed patterns. That is why the chapters are interspersed with a series of examples of mechanical thinking. This publication is intended for everybody who - in whatever role - wants to play a leading role in urban regeneration projects.
    Although, for reasons of clarity, we have written the publication from a government perspective, our own practice has shown that they may be residents’ groups, institutions, housing associations, the business community or private investors. And often all at the same time.
