They should be by the reviewer, attributed as "X - from review" as they used to be (which would presumably satisfy your second comment). To make them Community comments is ill-thought-out and counterproductive.

Aug 28, 2021 at 11:31 comment added Zanna I agree 100% with this. The loss of accountability and dubious aura of authority are really bad. All comments should belong to their authors so they can be meaningfully challenged. This turns review into a throwaway task
