Clicking the "Learn more" button in a review queue's Stats or History pages simply does nothing.

Ordinarily, this opens up a panel with a "Hey, congrats, you can now use this queue!" panel, but if the user hasn't actually earned the privilege to use that queue, nothing happens.

Here's an example from the Suggested Edits queue on Arqade:

I suppose this is meant to actually open up the onboarding modal like it correctly does from the "Review tasks" page on each queue.

Clicking the "Learn more" button in a review queue that I do not have access to (one that I don't have the required reputation to utilize) simply does nothing when clicked from the Stats or History pages.

Ordinarily, this opens up a panel with a "Hey, congrats, you can now use this queue!" panel, but if the user hasn't actually earned the privilege to use that queue, nothing happens.

As an example, on Arqade I do not yet have access to the suggested edits queue but I can still view the stats from the "All queues" button in the review queues dropdown, so the "Learn more" button simply does nothing:

I would imagine this should take a user who cannot access the related queue to its correct entry in the /help/review-queues index.
