Users are not allowed to look over the questions whose closing is proposed and judiciously choose which ones they are able to contribute to." - This argument is simply absurd. Use of the queue is completely voluntary, and nothing prevents opening the question for normal viewing in another tab. Aside from that, the queue interface shows the entire question.
