Also, unlimited non-binding votes potentially just creates more work for other users. I'm pretty sympathetic to the desire to make close votes more effective for trusted users, but more weak opinions isn't likely to accomplish much.

Rep does not now nor will it ever = "knowledge of moderating/the site", "good decision making", "careful attitude considering all parameters to make a good judgement" etc. That said, that's another issue, so +1 from me for your actual idea.
