Regional governor []
This regional governor was contacted by Captain Jonathan Archer regarding the retrieval of three Denobulan scientists that were missing on Xantoras. The governor issued a general order that gave Travis Mayweather and Trip Tucker three days to complete their extraction.
Later, when the Xantoras began firing on a region near where the landing party was located, Archer requested to speak with the governor again. Upon achieving contact, the governor first explained to Hoshi Sato that "his time is precious." Archer requested an explanation for the Xantoras patrol's attack on his people, when they still had an hour and a half to depart the surface. The governor explained that they were shooting at "soldiers from the previous regime," who "refused to accept the shift in power." When the governor refused to stop his attack in the area, Archer threatened to have Enterprise NX-01 target the patrol from orbit, which forced the governor to threaten retaliation. When Enterprise began charging weapons, the governor asked Archer if he really wanted to be at war with the Xantoras, leaving Archer to conclude that "the question is do you want to be at war with us. It sounds like you've got your hands full already. Stick to our original agreement and you won't find yourself fighting on two fronts." The bombing stopped thereafter. (ENT: "The Breach")
