The view screen was a device used by a bailiff in a 21st century post-atomic horror courtroom on Earth. On the face, there was scrollable information relevant to the current legal case.
This device was replicated accurately in Q's courtroom in 2364. During the court session, this view screen was handed to Captain Jean-Luc Picard for examination. After reading a partial portion of the charges listed on the view screen, Picard said that he saw no charges against Humans. (TNG: "Encounter at Farpoint")
