Toys were objects played with as a form of recreation.
In 2266, Miri and Jahn's friends hid in a toy store in a ruined city of their homeworld when an landing party from the USS Enterprise beamed down to the planet. (TOS: "Miri")
The Aldean Rashella and Alexandra, a child abducted by the Aldeans from the USS Enterprise-D played a holographic game on Aldea. The game featured several red and white shapes that could be controlled with a small joystick. (TNG: "When The Bough Breaks")
A similar game was also in used aboard the USS Enterprise-D. A boy played the game in the nursery while Ian Andrew Troi played with little puppies. (TNG: "The Child")
The Dreman girl Sarjenka had two toys in her house on Drema IV. (TNG: "Pen Pals")
According to Worf, he never played with toys as a child. (TNG: "Booby Trap")
When Data was a captive aboard Kivas Fajo's ship, Palor Toff, a guest of Fajo, called the android "Fajo's new toy". (TNG: "The Most Toys")
Alexander Rozhenko had several small computerized toys. One he played with while waiting for his father to return to his quarters after asking the Captain for a short time off, so both could go to the holodeck to take part in a simulation of the Wild West. (TNG: "A Fistful of Datas")

Molly O'Brien had several toys in the O'Brien's quarters aboard Deep Space 9, including a stuffed Targ and a doll house. (DS9: "Business as Usual")
B'Elanna Torres would often take her Toby the targ plush toy with her if she was leaving the starship USS Voyager for longer than a day. (VOY: "Tsunkatse")
After coming in contact with the Friendship 1 probe, sent by Earth in the year 2067, the natives of an unidentified planet in the Delta Quadrant created toys that played an interpretation of Antonio Vivaldi's The Four Seasons when a button was pressed. In 2378, Tom Paris found such a toy on the devastated surface of their homeworld and later gave it to the young native girl Yun. (VOY: "Friendship One")
