Command assignment log from the Commander, Starfleet
Commander, Starfleet, also known as Starfleet Commander, was a high-level Starfleet position given to a fleet admiral. It was similar to the Starfleet chief of staff and the commander in chief.
In 2259, Commodore Chiv served as the representative to the Starfleet Commander. (SNW: "Ad Astra per Aspera")
Fleet Admiral Morrow held the position in 2285. (Star Trek III: The Search for Spock)
In 2372, the Commander, Starfleet ordered all Starfleet cadets, including Cadet Training Squadron 47, to perform field duty on Earth. (DS9: "Paradise Lost")

Commander, Starfleet's orders appeared on a viewscreen viewed by Odo and Sisko in "Paradise Lost". This order also implied that his office was located in Paris, as the order was transmitted from there via a satellite and Luna to San Francisco.
