Starbase 134 was a Federation starbase administered by Starfleet. The starbase was located in the region between Sectors 21538 and 23079.
In 2369, according to a starship mission status chart seen in the observation lounge of the USS Enterprise-D, the USS Hood had its major systems upgraded at this starbase. (TNG: "Chain Of Command, Part I", display graphic)
This starbase was only mentioned in writing.
The Hood reference was not mentioned on screen, but rather was seen on a Starship mission status chart in the observation lounge during Star Trek: The Next Generation's run.
According to Star Trek: The Next Generation Technical Manual and Star Trek: Deep Space Nine Technical Manual, Starbase 134 was located on Rigel VI. It was home to one of Starfleet's many ASDB Integration Facilities and was a major production base for building Miranda-class starships and Type 15 and type 16 shuttlepods.
