Lieutenant junior grade Singh was an assistant chief engineer aboard the USS Enterprise-D in 2364.

After the Beta Renner cloud entered the Enterprise computer system, Singh reported to the bridge a problem with the warp drive circuitry. Singh later attended a meeting with Captain Jean-Luc Picard, Commander William Riker and other crew members to discuss shipwide malfunctions. Singh blamed the issues on "a rampant electronic short that jumped from system to system," which he said should not be possible because the affected systems largely did not interact, and when they did, the interlink was not malfunctioning. Picard ordered Singh to track down the problem before the ship arrived at Parliament.

The Enterprise then lost warp power. While investigating, Singh and Wesley Crusher speculated that the warp engine commands were bleeding off into dead ends due to control network breaks. Crusher sought to remain in engineering and assist in repairs, but Singh rebuked him and sternly stated, "You are scheduled for classwork now!" Wesley replied that he wouldn't learn as much in school, to which Singh concurred, but added that "the captain's orders on this are very clear."

Later, Singh was killed by the Beta Renner cloud. His corpse fell in front of the warp core and was discovered by Worf. Captain Picard ordered an immediate investigation into his death. Wesley thought he might have been restoring the warp drive at the time of his death, noting that the readings were different from when he was there. Worf then speculated that Singh might have fixed it prior to dying, which Wesley disputed, as the problems were inside the engine.

When the cloud had merged with Picard, it expressed its regrets for Singh's death, which had been accidental. (TNG: "Lonely Among Us")

Lieutenant Singh was played by Kavi Raz.

He was the first crew member of the Enterprise-D killed on Star Trek: The Next Generation.
