Kenneth was the alias The Doctor used in the Doctor's Family Program Beta-Rho he created in 2373. Kenneth was a doctor at Starfleet, husband to Charlene, and father to Belle and Jeffrey.
After B'Elanna Torres made some modifications to the unrealistically saccharine program, his family life changed, resulting in the eventual death of Belle. After this, The Doctor discontinued the program. (VOY: "Real Life")
