The "Institute" was a specialized Federation facility that served as the home to several "special needs" genetically engineered individuals such as Jack, Patrick, Lauren, and Sarina Douglas.
Doctor Karen Loews was assigned to this Institute in 2374, where she worked as a psychiatrist. Seeing that the doctors there could do nothing for them, she asked for permission to separate them from the other patients. (DS9: "Statistical Probabilities")
