A floater was a type of vehicle used by tourists on Risa.
During their 2373 visit to the planet, Jadzia Dax suggested to Worf that they go sign out a couple of floaters, but he declined, saying he had to attend a rally that the New Essentialists Movement were having.
Later, Quark suggested taking some floaters up into the hills to go skinny dipping in the hot springs rather than wait around for the Klingon to turn up, something Julian Bashir agreed with. (DS9: "Let He Who Is Without Sin...")
The Star Trek Encyclopedia, 4th ed., vol. 1, p. 276 described the "floater" as a small hovercraft.
