In 2259 of the alternate reality, the Confederacy of Surak was the formal name of the Vulcan state after the destruction of the planet Vulcan, the homeworld of the Vulcan species. Named after Vulcan philosopher Surak, the Confederacy consisted of New Vulcan and its colonies.
Information on this confederacy was superimposed over a map of the San Francisco Bay. It was in a collection of graphics and video media that was seen on a powerwall in the office of Admiral Christopher Pike at Starfleet Headquarters. (Star Trek Into Darkness)

In the non-canon reference book Star Trek: Star Charts (p. 52), the Confederacy of Surak was identified as the official name of the Vulcan government.
